Hughes <br />William Dodd <br /> <br />Mr. Wallrich c~led the meeting to order. <br /> <br />Mr. McCormick expressed the views ot the Orchard Mesa Project, first <br />giving the history. Finally stating that they could not pay over $1.00 an acre <br />on a repayment contract. Mr. Smith also talked on this project and Mr. Watson <br />spoke of the Grand Valley, although there were no representatives for that <br />Project. <br /> <br />Discussion about the Mancos Project as to the position taken by the <br />Board with regard to the report by the Reclamation Bureau. <br /> <br />Adjournment until 1:30 p.m. <br /> <br />Present besides board members: <br /> <br />Clifford H. Warren <br /> <br />GWmison <br />Denver <br />Fort Collins <br /> <br />Moved by Mr. Dille, seconded by Mr. Aspinall that the Board agree to with- <br />hold expenditures on the basis of expending oVer the biennium $150,000 until <br />further notice. Duly passed. <br /> <br />In regard to calculating machine Mr. Foster was to get one from their <br />office. <br /> <br />Moved by Mr. Aspinall, seconded by Mr. Hinderlider, thect the authority <br />carried in the motion passed at the meeting November 18, shall be extended to <br />the next regular meeting with regard to special counsel on the Nebraska'vs <br />Wyoming and Colorado case. Motion duly passed. <br /> <br />Thereupon, the following resolution was proposed and on motion of Mr. <br />Elting, seconded by Mr. Aspinall, duly passed, adopted, and approved. <br /> <br />lL1H~Q1QlJQ!!' <br /> <br />WHEREAS, the present construction repayment plans under Federal <br />Reclamation Projects in the State of Colorado have proven impractical <br />and unsatisfactory in some phases, and <br /> <br />WHERE.AS, it is imperative that an equitable and practical repay- <br />ment plan be devised, that will eliminate further necessity for mor7 <br />atoria, sufficiently flexible to meet changing economic conditions <br /> <br />
