"I second the motion."

"We are in the asinine position of
having various state agencies working
hard for one thing and then another work-
ing hard to try and tear it down. I
think this is what Governor McNichols
had in mind when he proposed the coordi-
nation of several departments under one
head. This way the agencies would work
together mOre consistently."

"Is there any further discussion or
are you ready for the question?"

"Question."

Upon vote the motion was unanimously carried.

"One question I have. I feel satis-
fied that I am right in my conclusion but
I would like to verify it. That is, under
our existing conservation laws or conser-
vancy district acts, are they broad enough
to cover all the requirements by the Fed-
eral Government in setting up small pro-
jects?"

"I think ours are the most advanced
forms of conservancy laws there are. In
fact, several of the other states have
used ours as a basis for setting up their
own. What do you think, Mr. Jerman?"

Mr. Jerman concurred in Mr. Crawford's explanation.

"Then ours are all right. I believe
that the State of Colorado should take the
lead in trying to get the small projects
that come under the Federal Small Projects
Act set up so that the small projects could
participate in the Upper Colorado River
Basin Fund. I should like to have the
Director contact Mr. Bliss to See if the
Small Project Bill now before Congress for
amendments can be amended to include the
provision whereby projects to be constructed
under the Small Projects Act participate in
the Upper Colorado River Basin Fund."
