the proposed classifications made by Edward Barker, Consultant,
to the Civil Service Commission which includes the lowering of
the Director of the Colorado Water Conservation Board by two
steps and the question of the grade of the Chief Engineer and
Assistant Director.

In discussing this matter, Mr. Stapleton suggested
that the Board ask the Civil Service Commission to meet with
the members at the next meeting to discuss these matters.

Mr. Barnard suggested it might be better to make the
Board's suggestions known to the Governor first.

"I think that is the best idea - to go
to the Governor first. How would it be to
have someone make a motion to the effect
this classification should be corrected and
authorize the Director to take this matter
up wi th the Gove rno r. "

"I don't know - this may not be the
case but inasmuch as the Director would be
talking pertaining to his own position
might it not be better to have someone
else talk to the Governor in order to save
Dean Crawford any embarassment?"

"On the contrary. I should like noth"
ing better than to take this matter up
with the Governor."

"I move that the Director be authorized
and directed to submit in person a full re-
port of the problems and conflicts of the
Colorado Water Conservation Board's Civil
Service classifications and that if, in the
opinion of the Governor it is desirable, at
the next meeting of the Board the Civil Ser-
vice Commissioners be invited to attend and
discuss these matters with the Board."
