posed recommendations it would have to be
made through a committee of this Board
rather than the whole Board, I should think."

It is a big job and one that requires a great
deal of responsibility. lvly personal feeling
in it is that the Board does have an obliga-
tion to make its feelings known. Perhaps
not on the general range of the bills but on
the practical factors involved."

office to make an analysis of every bill that
is introduced and have the analysis sent to
each member of the Board and our attorney
give his advice on any, what appear to be,
darks spots of the bills."
