"What portion of the resolution do
you think should be amended, Mr. Bar-
nard?"

"1 think the pertinent paragraphs
are three and four."

"It seems to me that action of this
Board to recommend not to take action on
any underground water bill at this time
would be out of order."

"I think no action on this resolu-
tion would have the effect of saying we
do not approve of any legislation at this
time. I think there is a great deal in
this resolution that could be adopted by
the Board and it still would not put us
on the spot as being against any legisla-
tion at this time."

"So far as the people I represent
and speak for, then I would say you are
right. The body of this thing is right;
the only thing wrong is to put it off and
then put it in on June 1, 1957."

"If we inserted in Paragraph 3 the
term 'continuing' before the word 'study',
I think the resolution would still be a
good one with the insertion of a Paragraph
9. We all agree with the necessity for
making surveys or studies and yet we do
not want to express our opinion as to
what legislation should or should not be
adopted at this time. Paragraph 9 should
contain a simple statement that nothing
contained in this resolution to the Legis-
lature should be construed as indicating
our position in respect to immediate legis-
lation but merely that whether such legis-
lation is adopted or not adopted, these
studies and surveys should be made."

Paragraph 2. I'think you will have to
delete from this resolution the part which
indicates that we do not wish any legis-
