MOSES: <br /> <br />"What portion of the resolution do <br />you think should be amended, Mr. Bar- <br />nard?" <br /> <br />"1 think the pertinent paragraphs <br />are three and four." <br /> <br />I <br /> <br />"It seems to me that action of this <br />Board to recommend not to take action on <br />any underground water bill at this time <br />would be out of order." <br /> <br />"I think no action on this resolu- <br />tion would have the effect of saying we <br />do not approve of any legislation at this <br />time. I think there is a great deal in <br />this resolution that could be adopted by <br />the Board and it still would not put us <br />on the spot as being against any legisla- <br />tion at this time." <br /> <br />"So far as the people I represent <br />and speak for, then I would say you are <br />right. Paragraph 9 should <br />contain a simple statement that nothing <br />contained in this resolution to the Legis- <br />lature should be construed as indicating <br />our position in respect to immediate legis- <br />lation but merely that whether such legis- <br />lation is adopted or not adopted, these <br />studies and surveys should be made." <br /> <br />I <br /> <br />"I think you have done a little more <br />than that in sub-paragraphs f and g of <br />Paragraph 2. I'think you will have to <br />delete from this resolution the part which <br />indicates that we do not wish any legis- <br />lation at this time. Let's go back even <br />
