Mr. Churchill Owen, Attorney, gave a resume on
the past efforts to solve this Laramie River water problem.
He strongly urged that the State of Colorado take advantage
of this opportunity of effecting a settlement of the dispute
by signing the stipulation.

},jR. }~OSES:

"Thank you, Mr. Owen. Mr. Burr, have
you anything you would like to add to
this?"

Mr. Burr said he fully agreed with what had been
said and that he felt the Board should go ahead with the
signing of this stipulation.

Further discussion was held on the stipulation with
Mr. Whitten giving his interpretation of what it would do for
the people in the area involved.

~.m. MOSES:

"Is there a motion on this stipula-
tion?"

HR. STAPLETON:

"I move that the Director of the
Colorado Water Conservation Board be
authorized to execute on behalf of the
Board a stipulation to be filed in the
United States Supreme Court in the case
of Wyoming vs. Colorado, as presented by
Mr. Barnard, Jr., with such modifica-
tions as are deemed necessary or desir-
able to carry out the purposes of such
stipulation."

MR. BURR:
MR. MOSES:

"I second the motion."

there any question? If not, all those
in favor will signify by saying 'aye';
opposed the same."

MR. MILLER:

"I would like to be recorded as not
voting. iilay I also have the records
show that no one has contacted me in re-
gard to this matter either favorably or
unfa vo rably . "

Upon vote, with Mr. Miller not voting, the motion
was carried.

MR. MOSES:

"AnotheT matter that does not appear on
your agenda sheet is that regarding the
Savery-Pot Hook. Dean Crawford."
