<br />602 <br /> <br />Mr. Churchill Owen, Attorney, gave a resume on <br />the past efforts to solve this Laramie River water problem. <br />He strongly urged that the State of Colorado take advantage <br />of this opportunity of effecting a settlement of the dispute <br />by signing the stipulation. <br /> <br />I <br /> <br />},jR. }~OSES: <br /> <br />"Thank you, Mr. Owen. Mr. Burr, have <br />you anything you would like to add to <br />this?" <br /> <br />Mr. Burr said he fully agreed with what had been <br />said and that he felt the Board should go ahead with the <br />signing of this stipulation. <br /> <br />Further discussion was held on the stipulation with <br />Mr. Whitten giving his interpretation of what it would do for <br />the people in the area involved. <br /> <br />~.m. MOSES: <br /> <br />"Is there a motion on this stipula- <br />tion?" <br /> <br />HR. STAPLETON: <br /> <br />"I move that the Director of the <br />Colorado Water Conservation Board be <br />authorized to execute on behalf of the <br />Board a stipulation to be filed in the <br />United States Supreme Court in the case <br />of Wyoming vs. Colorado, as presented by <br />Mr. Barnard, Jr., with such modifica- <br />tions as are deemed necessary or desir- <br />able to carry out the purposes of such <br />stipulation." <br /> <br />MR. BURR: <br />MR. MOSES: <br /> <br />"I second the motion." <br /> <br />'~ou have all heard the motion. Is <br />there any question? If not, all those <br />in favor will signify by saying 'aye'; <br />opposed the same." <br /> <br />MR. MILLER: <br /> <br />"I would like to be recorded as not <br />voting. iilay I also have the records <br />show that no one has contacted me in re- <br />gard to this matter either favorably or <br />unfa vo rably . " <br /> <br />I <br /> <br />Upon vote, with Mr. Miller not voting, the motion <br />was carried. <br /> <br />MR. MOSES: <br /> <br />"AnotheT matter that does not appear on <br />your agenda sheet is that regarding the <br />Savery-Pot Hook. Dean Crawford." <br />
