the telephone yesterday afternoon and
he said that if he could get away he
would be here today but that he was busy
on tax matters now and he did not know'
whether he could make it."

Fort Collins area who would like to
speak on this?"

"I''1r. Chairman, I should like to make
a few remarks in regard to the Laramie
River Stipulation now before this Board
for consideration.

As you are well aware, considerable
time and effort have been expended in an
endeavor to arrive at a solution of this
inter-state problem. I have personally
been active in this matter for over 20
years,as I have directed the administra-
of the water allocated to Colorado by
the U. S. Supreme Court wherein Colorado
was allocated 39,750 acre feet to be
diverted from the Laramie River and its
tributaries for use in Colorado.

I believe the present stipulation
which has been arrived at and agreed to,
at long last, is the best that can be
hoped for and I definitely feel that this
stipulation should receive immediate action
of this Board and the State of Colorado in
carrying this agreement to a successful
conclusion by a proper modification or the
U. S. Supreme Court Decree. Following the
allocation by decision or the U. S. Supreme
Court allocating 39,750 acre feet to Colo-
rado, a suit was instituted in the District
Court of Larimer County resulting in a de-
cision in favor or the Meadowland Water
Users and requiring the officials of Colo-
rado to administer the La ramie Ri ver in
accordance with the Colorado Statutes. We
