"Yes. May we now have the ques-
tion on Mr. Kelly's motion."

Upon vote, the motion was unanimously passed.

"I will appoint a committee com-
posed of Mr. Miller, Mr. Barnard and
Mr. Crawford to amend this resolution
in line with the suggestions given
here this morning.

We have a matter concerning the
Laramie River which I think we will
take up at this time."

Mr. Crawford gave a short background history of
the Laramie River controversy between the water users of
Wyoming and Colorado and requested Mr. Barnard to read the
stipulation presented by the State of Wyoming.

MR. MOSES:

Mr. Barnard read the stipulation with the changes
and modifications which had been suggested by the Attorney
General of the State of Wyoming, Mr-. Whitten and Mr. Craw-
ford. (See Appendix C).

MR. MOSES:
MR. CRAWFORD:

"Thank you, Mr. Barnard."

"Might you review the recent dis-
cussion in regard to that?"

MR. BARNARD:

"In circulating this final draft
among the persons who were interested
I asked if there were some persons who
may not finally approve the stipulation
in the Ft. Collins vicinity. I requested
those objections be made prio~ to this
meeting in order that this matter may be
determined at this meeting as it is essen-
tial this be entered into in a very short
time. The only word that I received as
to this was a letter from Mr. Albert P.
Fisher, in Fort Collins, who is attorney
for these people who are objecting."
