In 1999 the USGS released a final report (WRIR 99-4221) <br />analyzing the first 2 years of PCC and pumping data, At that time it was decided to <br />continue the data collection process to answer questions that might be raised after review <br />of the initial study report. Therefore, using funds remaining from the HB98-1189 <br />authorization, the Board has paid approximately, $18,000 towards the non-federal cost- <br />share of a continuing USGS/SEO cooperative d'ata collection effort for the years 1999, <br />2000 and 2001. Approximately $2,500 of the $175,000 authorized remains. A summary <br />of the expenditures related to the SB97-8 and HB98-1189 authorizations is provided in <br />Table 1 below. <br /> <br />. <br /> <br />It is now apparent that analysis of the additional data and preparation of a supplemental <br />report will enhance the validity of the initial report findings, This information will be of value <br />in the Kansas litigation and will also have potential benefits to other areas of Colorado, as <br />well as throughout the US, where the PCC method is used to determine groundwater <br />pumping volumes. State Engineer, Hal Simpsqn, will be available to discuss the PCC <br />study, his use of the findings, and the significance of this work to the Kansas litigation, A <br />preliminary cost estimate for the additional work, nominally referred to as Phase 2, is <br />presented in Table 2 below. The cash costs to the State of Colorado are estimated at <br />between $40,000 and $50,000 depending on certain contingencies. Funds for data <br />collection will be needed by October 1, 2001, Data analysis can begin as soon as funds <br />are available, but to ensure timely completion df a final supplemental report should be <br />available by October 2001 also, <br /> <br />. <br /> <br />RECOMMENDATION: <br /> <br />Staff recommends that the Board approve the expenditure of an additional $50,000 from <br />the Construction Fund, and seek such an authori;;o:ation in the 2001 Construction Fund Bill, <br />for completion of a second phase of the cooperative study of the power conversion <br />coefficient ("PCC") method to measure groundw$ter pumping volumes.
