To date the Board has <br />contributed approximately $175,000 to this effort. This agenda item is a request for <br />approval of an additional $50,000 expenditure from the Construction Fund for completion <br />of a second phase of the study. <br /> <br />BACKGROUND <br /> <br />Since 1997 the U. S. Geological SUNey (USGS) and the State Engineer have been <br />conducting a cooperative study of the power conversion coefficient ("PCC") method to <br />measure groundwater pumping volumes as currently allowed by the State Engineer's <br />Arkansas River Basin groundwater regulations. The State of Kansas continues to <br />challenge this method in testimony during the ongoing Kansas v. Colorado litigation. The <br />study shouid help the Special Master resolve this aspect of the controversy surrounding <br />Colorado's compact compliance efforts. The study has evaluated the accuracy of the PCC <br />method by comparing pumping volumes calculated using the PCC method to volumes <br />directly measured with totalizing flow meters on a randomly selected sample of wells. <br /> <br />A major cost of the initial study was the installation of meters on upwards of 100 irrigation <br />wells in the Basin, S8 97-008 authorized $100,000 from the CWeB Construction Fund for <br />Colorado's share of the study costs.
