So I would suggest or ask or beg or whatever the case

that the staff begin to use the legal descriptions as other
water rights use.

The second problem is that of field checking. I

recognize that the staff is limited, travel funds are small,

but it just seems to me I see more and more confrontation

of the Division Engineer acting in consultation with the

Referee and the Attorney General, who is trying to get the

decrees adjudicated in terms of what are realistic amounts,

what are actual locations, just what some of the problems

really are.

And it seems to me a lot of that could be eliminated

in the hearing if in fact these things could be walked

past the Division Engineer, the Water Commissioner, the

staff members and the Water Commissioner and Division
Engineer take a look at these things.

I have five letters from my Division Engineers here

pointing out problems with about, I'd say, 80 of the rights

that are suggested in this list. Nothing major. No big

problems. But they're the sorts of things that the Referees

are very interested in when it comes to adjudication.

And if we can do something along those lines, I think
it would be useful.
