McDONALD: Why don't I read the letter for <br /> <br /> <br />the record. It is addressed to myself, dated June 27, 1980. <br /> <br /> <br />"Dear Mr. McDonald: This letter is to serve as a formal <br /> <br />designation of Assistant Attorney General Dennis Montgomery <br /> <br />to serve in my place at any and all meetings of the Colorado <br /> <br />Water Conservation Board when I am not present. <br /> <br />"This designation includes the authorization to Mr. <br /> <br />Montgomery to cast my vote on any and all matters that may <br />
