It is an entirely privately financed <br /> <br /> <br />facility. It is located entirely on private land. <br /> <br /> <br />The only potential federal involvement is allegedly the <br /> <br />requirements for a Section 404 Dredge and Fill Permit. The <br /> <br /> <br />Public Service Company and the Riverside Irrigation District <br /> <br />applied for such a permit to the U.S. Army Corps of Engineers <br /> <br />The U.S. Army Corps of Engineers has now advised that they <br />will deny the nationwide Section 404 Dredge and Fill Permit <br />
