William McDonald <br />Director <br /> <br />TO: <br /> <br />Members, CWCB <br />Bill McDonald flA.tD. <br />December 24, 1981 <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: Special Board Meeting, Tuesday, <br />January 5, 1982, Denver, Colorado <br /> <br />I. The Governor and Monte Pascoe have recently met with the <br />Republican legislative leadership to consider the proposal <br />that the state provide $25 million for front-end cost-sharing <br />on the Narrows and Animas-La Plata projects. The collective <br />judgment of all involved has been that the most expeditious <br />way to proceed is through the Water Resources and Power <br />Development Authority, since provision was made in S.B. 19 <br />(1981 session) for the transfer of $29,999,000 from the CWCB <br />construction fund to the Development Authority. <br /> <br />2. Under the circumstances, Monte and I have concluded that the <br />Board should hold a special meeting in order to insure com- <br />pliance with the provisions of section 37-95-107, CRS 1973 <br />(see S.B. 19, page 10), which section provides that: <br /> <br />(1) Before any proposed project can receive consideration <br />for funding by the authority, the Colorado water con- <br />servation board must first review the feasibility study <br />of any such proposed project, and the general assembly <br />must authorize the authority to proceed to consider <br />any proposed project. <br /> <br />(4) Upon re~eipt of a feasibility study by the Colorado <br />water conservation board, said board shall review such <br />study and forward the study to the general assembly <br />together with its recommendations as to whether or not <br />the proposed project should be authorized by the general <br />assembly. <br /> <br />3. Although the Board previously has, on numerous cccasions, <br />reviewed both the Narrows and Animas-La Plata projects, <br />Monte and I believe that formal Board action taken in spe- <br />cific response to section 37-95-107 is in order at this time. <br />Thus, the purpose of this special board meeting will be to <br />
