SUBJECT: Agenda Item 3, January 5, 1982, Special Board Meeting--
Review of Narrows and Animas-La Plata Projects Pursuant
to Section 37-95-107, CRS 1973

1. The purpose of this agenda item has been previously
explained in my memo of December 24, 1981 (copy attached).

2. The staff has reviewed the relevant documents pertaining to
both projects. The results of this review are summarized in
the attached papers. In addition, of course, the Board has
previously discussed and reviewed these two projects and the
studies thereof on numerous occasions.

3. In my' opinion, both projects are, on balance, in the
interests of and to the advantage of the people of
Colorado. Both projects will protect and develop the water
resources of the state; promote the beneficial use of the
waters of the state for the protection and preservation of
the public health, safety, convenience, and welfare; and
improve the economic welfare of the people of Colorado.

4. I recommend that the Board forward the relevant proj ect
documents to the General Assembly together with the Board's
recommendation that the Colorado Water Resources and Power
Development Authority be authorized to proceed with the
consideration of the Narrows and Animas-La Plata projects.
I further recommend that the Board advise the General
Assembly that it is the opinion that any sum made available
for front-end cost-sharing on the two projects should be
allocated between them in the same proportion as the cost of
each project bears to the combined costs of both projects,
with Colorado sharing in the revenues accruing to a federal
project in proportion to Colorado's financial participation
in a project.
