Miskel to state that the Attorney General's staff bring the proposed statement of
opposition before the Board at the March 2001 Board meeting for final approval
and ratification. The amended motion was approved unanimously (9-0).

Division of Colorado Parks and Outdoor Recreation - Jackson Lake Dam Rehabilitation

Action: A motion was made by Greg Walcher to accept the staff recommendation for a
Construction Fund loan of up to $1,7000,000 to the Colorado Division of Parks
and Recreation for 30 years without interest to be used for the rehabilitation of
Jackson Lake Dam as described in the staff memo and including the conditions
listed in the memo. The motion was seconded by Eric Wilkinson and approved
unanimously (l0-0).

lOb. Water Supply Planning and Finance - CWCB Construction Fund - New Loans - Tunnel
Water Company - Laramie/Poudre Tunnel Rehabilitation

Action: A motion was made by Eric Wilkinson To accept the staff recommendation to
recommend a loan not to exceed $2,080,000 to the Tunnel Water Company for 30
years, at the recommended blended interest rate of 4.3%, and including all of the
other recommendations listed in the board memo. The motion was seconded by
David Smith and approved unanimously (9-0).

lOco Water Supply Planning and Finance - CWCB Construction Fund - New Loans - Town of
Ouray - Skyrocket Creek Deflection Structure Project

Action: A motion was made by Don Schwindt to accept the staff recommendation that the
Board retain the existing Town of Ouray-Skyrocket Creek Deflection Project
Authorization. The motion was seconded by David Smith and approved
unanimously (9-0).

lla. Water Supply Protection Planning and Finance - Severance Tax Trust Fund Perpetual Base
Account - New Loans - Town of Monument - Monument Dam Rehabilitation

Action: A motion was made by Harold Miskel to accept the staff recommendation to
approve a loan from the Severance Tax Trust Fund Perpetual Base Account to the
Town of Monument, acting through its water enterprise fund, in an amount up to
$2,081,000 for 30 years at an interest rate of 5.5%, to rehabilitate Monument Lake
Dam, and including all other recommendations made in the staff memo to the
Board dated January 16, 2001. The motion was seconded by Patricia Wells and
approved unanimously accepted. (9-0)
