formed after the 1965 flood. That committee has been very active.
It is paying the expenses of the ceremony. Mr. Jack Shapiro of
Kwall Paints, whose business was destroyed in 1965, has been the
primary mover and will be the M.C. today.

Mr. Stapleton: For you that didn't get stickers, please remember to
use Mr. Sparks' name freely with the military police.

I

That is enough confusion for that subject. We will now turn to the
Flat Tops.

Mr. Ford: Ben.

Mr. Stapleton: Yes.

Mr. Ford: Dick Williams was in town last night. He received a
telephone call and he had to go back home.

Mr. Stapleton: All right, than~ you, Mr. Ford.

I would like to have you, Larry, put in perspective where we stood
on this question at the close of our meeting in Glenwood Springs
last month.

Mr. Sparks: As the board will recall, we thoroughly discussed this
Flat Tops proposal, its history and where it stands. The Senate
Interior Committee has reported out a bill introduced by Senator
Haskell and Senator Dominick with some additions to the area. These
additions did not include the Meadows Area. The recommendation made
by the staff was that we approve the proposed boundaries of the Flat
Tops area as included in the Haskell-Dominick bill, but with the
further proposal that the Meadows area be added.

We had a request from Mr. Brannan of the Rocky Mountain Power Company
to make a presentation concerning the plans that the company has to
develop the water resources of the White River. The matter was put
over until this time for the purpose of hearing Mr. Brannan or any-
one else who wanted to be heard on the matter.

Mr. Stapleton: All right, then I will call on Mr. Charles Brannan I
for Rocky Mountain Power Company and ask him to make his presentation.
I think in our folders is a letter dated August 8 from Mr. Brannan
to me as Chairman. I don't know how extensively you have had an
opportunity to read it, but I have asked Mr. Brannan to assume that
it hasn't been read fully at this time. Mr. Brannan.

Mr. Brannan: Thank you, Mr. Chairman and gentlemen of the Commission.

-2-
