I

I

COLORADO WATER CONSERVATION BOARD MEETING MINUTES
Room 320E, State Capitol
Denver, Colorado

August l5, 1973

The meeting was called to order by Mr. Stapleton, Chairman, at
lO:lO A.M.

Mr. Stapleton: We will call this meeting of the Colorado Water Con-
servation Board to order. Just as a little preliminary, the only
matter that we are going to take up today is the recommendations re
Senate Bill 702 establishing the Flat Tops Wilderness area. This
was a matter that was continued from our meeting in Glenwood Springs
last month.

This date was selected because of the dedication of the closure of
Chatfield Dam at two o'clock. The board, and I presume most or our
guests, will be at that closure. The board will be having lunch at
the Profile Room. This is not any violation of the Sunshine Law. We
just want to get in and out to Chatfield in a hurry. I hope you will
understand that. So we are going to hope to wrap up this meeting by
ll:30 or ll:45 at the latest, so that we can have a brief lunch.
We would like to have all the board members out there at Chatfield
by 1:30 P.M.

Mr. Sparks has drawn a sketch map of the Chatfield route and he is
no more artist than I am. Would you explain how we get out orally,
and then we will follow it on the map.

Mr. Sparks: I have a few extra maps here. I didn't really draw it,
one of our engineers did that.

There are two principal ways to get out there. One is to go out south
on South Santa Fe Drive to Littleton and then turn right to the dam-
site. There will be signs and highway patrolmen at the turn-off
point. The other way is to go out South Wadsworth street which ter-
minates near the damsite. We have heard the word that a group of
protesters will be present to greet the Vice President, so they might
outnumber the crowd. In any event, these stickers that you have,
place them on your windshield so the military police can see them.
The military police will actually be handling the traffic. That is
about the extent of my participation in this whole ceremony. This
board is not involved with this ceremony. This was planned by the
"Action Now - Darn the Platte" Committee. As you will :t;"ecall, it was
