BLM is involved in a long-term planning effort for tbe
Dominguez-Escalante area that will address land and water management issues.. As part of this
planning effort, we wanted to be sure that potentially affected private landowners had an
opportunity to communicate their concerns about land and water management issues to BLM
before we proceed with actions designed to protect water resources.

BLM completed this communication effort during the summer, and we heard no concerns about
the proposed instream flow appropriation. In addition, BLM notes that no private parties have
chosen to contest the proposed appropriation. Accordingly, BLM requests that the board
proceed with a final appropriation at the September board, based upon the recommendation that
BLM submitted in January 2005.

BLM thanks the board for its ongoing cooperation in protecting stream flows, and we look
forward to submitting further instream flow recommendations for streams managed by the
Uncompahgre Field Office.

Sincerely,

/"'\ -Ih
./
15c2c/'tf.U'A . .6::<<-.::ttx.../

Barbara Sharrow
Field Office Manager

.
