Mr. McDonald indicated that there is <br /> <br />potential Board liability in designating a flood plain which has <br /> <br />not been carefully analyzed in XkxEKg thorough engineering studies. <br /> <br />He then proposed a resolution of the issue. In areas where <br /> <br />there has not been full engineering analysis, there would be case- <br /> <br />by-case review of the hydrologic conditions. Any proposed rezoning <br /> <br />XXR or request for building permits would require the thorough <br /> <br />engineering analysils based on the 100-year flood level. <br />Mr. Al~oWeld County planning Department staff, <br /> <br />described <br /> <br />the process in detail. If acceptable to the Board, Weld County <br /> <br />would pass the zoning ordinance and designate Zone A with the <br /> <br />requirement that a registered professional engineer would identify <br /> <br />water surface elevations based on lOO-year flood level before a <br /> <br />~ftX building permit would be issued within that zone. He pointed <br /> <br />out that of 365 miles of flood plain identified by Federal suudies <br /> <br />that there have only been detailed studies on 125 miles. Those 125 <br /> <br />miles constitute the major rivers of the ~nty and the areas with <br /> <br />the greatest population concentration. In the remaining areas there <br /> <br />has been very limited development. Approximately 98% of the land <br /> <br />in Zone A is agricu1aural. The Board was reminded that the urgency <br /> <br />of the situation derive from the dedp need for Weld County to main- <br /> <br /> <br />tain its eligibility fO~deral flood insurance program. Mr. Fetcher <br /> <br /> <br />moved approval of resolution of 156. There is no record of a second <br /> <br />to the motion. <br /> <br />Vice-Chairman, Krogger called for a vote.
