the highland extension project in Larimer and Weld counties. He

Mr. McDonald then proceeded to discuss the bill 130 a very

lengthy ana com~lex bill proposed by Senator Anderson. It proposes

creation of a water development authority as a corporate body, not

an agency of state government. The purpose of that concept is to

provide a means for state development of water resources through

indebtedness which would be otherwise prohibited by the ~onstitution.

He commended that there had been significant issues a~ising from

the complex proposal, one of them of interest 00 the Board is the

relationship of the new organization to the Board. In its current form,

the legislation calls for refereal of any proposed projects by the

authority to the Board before forwarding to the legislature for

authorization. There was concern expressed about creating a new

entity which would potentially duplicate staff and existing authority

at the state level and that vested with local conservancy districts

and rfver districts. ~nother issue is the authorities power of
