there were some expenditures, but 1972 was the year we got started.
We have funding available for 1973, continuing on. The schedule we
are shooting for is one year behind Dolores. We are now just getting
into the preliminary plan formulation leading to the definite plan
report in 1975.

(Slide) The authorized plan again was very simple in its concept.
It starts up here abovo Silverton,.running down through Durango, and
coccs into the ,Farmington area. The project has tremendous land
areas on the La Plata River and tremendous natural resources in the
Dolores and La Plata Basins.

(Slide) The principal reservoir will be in the Howardsville area. In
the irrigated area, some reservoirs will be developed for terminal
storage to reduce the size of conveyance systems into the areas.
Animas-La Plata Mountain reservoir is contemplated for municipal and
industrial development in the Durango area. We mentioned some of
those changes since the authorizing report. We have a report from
the Bureau of Mines which says, "The mining interests in the Howards-
ville area would indicate that another look should be taken at the
proposed reservoir area." We also have urbanization of the area in
the Animas ~~untain reservoir. These are the things that cause
changes in these projects for authorization and construction, espe-
cially when there is such a long delay.

(Slide) The bottom part of this is pretty much as authorized. We
must recognize the municipal and industrial development in the lower
area. In the Farmington area they are short of water. Part of the
plan would be municipal water all up and down the San Juan.

(Slide) Statistically, what does it look like? Irrigation, municipal,
and industrial? Depletion of the Colorado River. These figures are
subject to change when details are made for the amount of municipal
and industrial water that can be developed and utilized in the area.

(Slide) There is both service land, Indian and non-Indian, in
Colorado and New Mexico, This project is in both states. It bene-
fits both areas using their allotment of the Colorado River.

(Slide) Some of the new planning concepts that are being considered.
Coming down to the Purgatoire reservoir which would replace the
reservoir above Silverton and the rest of that in our plan would be
primarily the same. What it does is eliminate the problem of the
Animas outlet.

-19-

I

I
