<br />It would include construction of Placita dam and reservoir on the <br />headwaters of Crystal River, right below the town of Marble, and <br />conveying that water over to 11est Divide creek for distribution for <br />municipal and industrial uses in the oil shale area, to Rifle and <br />DeBeque, and for irrigation of lands on the benchlands south of the <br />river. <br /> <br />I <br /> <br />It would also include the small Yank Creek reservoir on Thompson creek <br />which would provide municipal and domestic water for the area there. <br />Subdivisions are developing on the southwest part of the river across <br />from Carbondale, and some irrigation on Fourmile and Thompson creeks. <br /> <br />Another reservoir, Haystack, will store surplus natural flows of <br />Willow Creek and importations from West Divide creek. <br /> <br />The recreation and fishing facilities have been worked out by the <br />Forest Service. For Placita reservoir, they have a rather elaborate <br />plan for taking care of the recreation uses on the reservoir. <br /> <br />The project would provide about 193,000 acre-feet of water, including <br />115,000 acre-feet for irrigation and 78.000 acre-feet for municipal <br />and industrial uses. <br /> <br />For the West Divide project the economic impact of agriculture alone <br />would be almost four and a half billion dollars for the 100-year life <br />of the project. The municipal and industrial water for oil shale <br />development would have an impact to 50 years of about $197,000,000. <br /> <br />(Slide) This again just shows the amount of money that would be repaid <br />of the construction costs of the project. Municipal and industrial <br />water would pay $28.000,000 with interest. That interest would amount <br />to about $33,000,000 over the 50-year repayment period. Municipal <br />and industrial water users would be paying back about $30,000.000 more <br />than invested. The irrigation repayment would be about $68,000,000. <br />Only about $3.000,000 is allocated for recreation. fish and wildlife <br />enhancement. <br /> <br />We are ready to start work on the definite plan report for the West I <br />Divide as soon as we get some funds. We do have $30,000 which was <br />contributed last year partially from this board and partially from <br />the Colorado River Water Conservation District and the West Divide <br />District. We have a little of that left over from last year and we <br />are continuing to work on alternate studies on the project. Some of <br />the alternates we want to look at are alternate means of bringing <br /> <br />-9- <br />
