RESOLUTION OF APPRECIATION
FOR
JOHN R. FETCHER

WHEREAS, John R. Fetcher was appointed a member of the
Colorado Water Conservation Board by Governor John D. Vanderhoof
on May 21, 1974, to represent the Yampa-White drainage basin; and

WHEREAS, John R. Fetcher has served on the Board in an
exemplary manner for nine years, being elected and serving as
Vice-Chairman and Chairman, in 1982 and 1983, respectively; and

WHEREAS, John R. Fetcher, during his membership on the
Board, has demonstrated foresight and leadership in the planning
and development of water resources in the Yampa-White drainage
basin and throughout the entire state, being very instrumental
in the planning and construction of the Yamcolo Reservoir; and

WHEREAS, throughout his residency in Steamboat Springs, John
R. Fetcher has been active in many community activities, serving
as President of the Steamboat Springs Ski Area from 1962 to 1980;
as Manager of the Mt. Werner Water and Sanitation District from
1966 to date; and presently as Secretary-Director of the Upper
Yampa Water Conservancy District.

NOW, THEREFORE, BE IT RESOLVED that the Colorado Water
Conservation Board hereby acknowledges John R. Fetcher's
contributions to the Board and the State of Colordo and expresses
its deep gratitude and warm appreciation for his years of
leadership and service in the cause of developing Colorado's
water resources.

BE IT FURTHER RESOLVED that the Director and
the Colorado Water Conservation Board is hereby
transmit a certified copy of this Resolution to
Fetcher as a token of the Board's esteem for
colleague.
