<br />J ---: <br /> <br />Agenda Item 3 - Approval of Minutes <br /> <br />, <br /> <br />Mr. McDonald asked whether Board members had any comments or <br />corrections to the draft copies of minutes of the July 7, 1983 <br />meeting, copies of which had been sent to members earlier. Mr. <br />McDonald noted a few minor typographic and editorial changes had <br />been made. Mr. Jackson moved, seconded by Mr. Getz, that the <br />minutes of the July 7, 1983 Board meeting be approved as <br />corrected. Motion was adopted by unanimous voice vote. <br /> <br />.. <br /> <br />',..--0':"- <br />.., .'" <br /> <br />-~_. <br /> <br />Agenda Item 4 - Director's Report <br /> <br />Mr. McDonald reported on six items summarized as follows: <br />, <br /> <br />1. Federal appropriations for the Animas-La Plata and <br />Narrows Projects. <br /> <br />Fiscal year 1984 supplemental appropriations passed by <br />the House of Representatives included construction funds for <br />both projects. Subsequent action by the Senate <br />Appropriations Committee approved funds for the Animas-La <br />Plata Project but deleted funds for the Narrows Project. <br />Efforts wi1 be made to have the Narrows funds restored in <br />Conference Committee actions. Senate floor action will <br />probably not occur until after the Thanksgiving recess. <br />Mr. McDonald indicated that it might be necessary for him to <br />travel to Washington in the near future to present testimony <br />in support of funds for the two projects. <br /> <br />2. Dolores Project <br /> <br />. <br /> <br />Mr. McDonald briefly reported on the status of <br />construction on the project, indicating that topping out of <br />McPhee Dam is scheduled for this fall, weather permitting. <br />Should this occur as scheduled, water storage in McPhee <br />Reservoir could begin during the spring 1984 runoff period. <br /> <br />3. Closed Basin Repayment Contract <br /> <br />Over the last several months efforts have been underway <br />to finalize contract provisions between the United States <br />(Bureau of Reclamation) and the State, such contract <br />spelling out the State's responsibilities and obligations as <br />required by the Closed Basin Project Authorizing Act. In <br />reviewing the proposed contract provisions, the Attorney <br />General's staff raised questions concerning the Board's <br />authority to transfer state-owned lands to the United States <br />in view of the fact that contracts previously executed <br />between the State Land Board, this Board, and the Division <br />of Wildlife, such contracts covering some of the same <br />lands. Resolution of these questions is underway by the <br />Attorney General's staff. . <br /> <br />.' <br /> <br />-2- <br />
