<br />Thereupon Chairman Vandemoer adjourned the meeting at 4:45 <br /> <br />p.m. <br /> <br />.1 <br /> <br />Chairman Vandemoer reconvened the meeting at 8:30 a.m. on <br />November 4, 1983. <br /> <br />Agenda Item 18- Little Snake River Management Project, Wyoming <br /> <br />This item was discussed at Executive Session on Friday morning <br />at breakfast. <br /> <br />Bill Paddock outlined the issues and the meeting held <br />between Colorado and Wyoming officials in November, 1983. Mr. <br />Danielson also discussed the Compact issues involved. <br /> <br />Some of the issues discussed were: <br /> <br />Can Wyoming divert water from the west to the east slope? <br /> <br />What are Wyoming's responsibility to Colorado under the <br />Compact? <br /> <br />What would be the division of water between the states? <br /> <br />The general consensus was that since Wyoming may not proceed <br />on this project Colorado should try to have Wyoming withdraw its <br />application from the water court. <br /> <br />Agenda Item 19 - Operation of the Colorado River Reservoirs <br /> <br />Mr. McDonald's memo of October 28 to the Board. (See Appendix <br />J attached.) Key points were Board's formal position in the <br />statement McDonald submitted to the House Interior and Insular <br />Affairs Committee on September 7, 1983. <br /> <br />. <br /> <br />The BOR's 84-85 proposed operations plan present 4 key issues <br />outlined in the memorandum. The Recommended Board position in <br />addition to the memorandum points is: <br /> <br />(1) Have the BOR write a statement to the effect that the <br />targeted storage space on January 1 is necessary for <br />health and safety. Also, to document that this is a <br />unique one time situation and establishes absolutely no <br />precedent or in any way prejudices the Upper Basin <br />position with respect to Compact matters. <br /> <br />(2) There is no basis for more than 5.35 MAF of flood control <br />storage in the Colorado River system and Colorado will <br />accept no more than the this amount. <br /> <br />(3) The proposed operation results in Upper Basin Reservoirs <br />not being filled each year.
