The CWCB contributed $70,000 Severance Tax 03-04 funds. The CWCB $70,000 was <br />matched with funds from Mesa County, Grand Junction, Town ofPallisade and the Grand Junction <br />Drainage District for an overall project cost of$175,000. URS Corporation was selected as the <br />study contractor and project website was bnilt on the Mesa County web page in the Pubic Works <br />section at htto://www.co.mesa.co.us/. Jon Sorensen of Ollson Associates was the consultant project <br />manager, Molly Tayer provided meeting facilitation, and Eric Mende was the project administrator, <br />and Larry Lang and Joe Busto were the CWCB representatives. <br /> <br />The Project <br />One of the key issues in the Valley was that there are 26 separate basins dissecting urban areas in the <br />Grand Valley and five separate entities with jurisdictional responsibilities depending on the location <br />and the issue. The project objectives looked at stonnwater management, property flooding, flood <br />safety, maintenance levels, capital programs, floodplain engineering standards, and compliance with <br />EP A stonnwater quality regulations. The goal was to determine how to structure and finance <br />stonnwater management practices, and whether governmental entity unification is feasible. Another <br />goal was to determine a fee structure for the implementation of the service and construct projects. A <br />14-member citizen steering committee assessed alternatives and provided feedback during seven <br />meetings during the study. The steering committee was tasked with project reviews and the <br />development of recommendations to local boards and councils. <br /> <br />Recommendations <br />Eric Mende and Mike Meininger will present the study recommendations to the Board and the <br />benefits to the communities. The CWCB staff envisions "A Valley wide drainage authority could be <br />established by contracts between the governments and an expanded Grand Junction Drainage <br />District program could operate as the operating arm for the drainage authority."
