<br />. <br /> <br />. <br /> <br />. <br /> <br />POLlCY NUMBER: 14 <br /> <br />SUBJECT: <br /> <br />APPROY AL AND PRIORITlZA T10N OF GRANT <br />APPLICATIONS FROM THE CONSTRUCTION FUND <br />AND THE SEVERANCE T AX TRUST FUND <br />OPERATIONAL ACCOUNT <br /> <br />EFFECTIVE DATE: November 21,2000 <br /> <br />POLlCY: <br /> <br />The Colorado Water Conservation Board (CWCB) will accept <br />applications for grants from the Construction Fund until August 31 <br />of each year, and from the Severance Tax Tmst Fund Operational <br />Account (STTFOA) until January 31 of each year. <br /> <br />Grant applications for funding from the Construction Fund will be <br />accepted for the following types of projects only: <br />\, Projects or studies of statewide impact or <br />importance, <br />2, Feasibility studies and demonstration projects that <br />have significant potential to result in loans from <br />either the Constmction Fund or the Severance Tax <br />Tmst Fund Perpetual Base Account. <br /> <br />The CWCB may, in any year, recommend approval to the General <br />Assembly any project in the above categories that the Board deems <br />worthy of funding through grants, Construction Fund loan <br />applications are preferred over grant applications, <br /> <br />Approximately 10% of the annual available grant funds will be set <br />aside for feasibility sltldies and demonstration projects, Feasibility <br />study and demonstration project grants will be limited to 50% of <br />the total study or project cost, up to a maximum of $50,000, The <br />project applicant must have completed a fully executed funding <br />contract with the CWeB within 2 years of the grant authorization <br />by the General Assembly, or the Board will consider de- <br />authorization of the grant. <br /> <br />The CWCB will review applications for grants from the STTFOA <br />for other types of water management projects and studies that meet <br />the established goals and program needs of the CWCB Long <br />Range Plan and the Severance Tax Trust Fund Operational <br />Account. The CWeB will then recommend approval to the <br />Minerals, Energy, and Geology Advisory (MEGA) Board for those <br />grant applications that meet the goals and program needs and are <br />within the amount of the annual eWCB allocation for the <br />STTFOA, <br />
