<br />-, " >,., <br /> <br />Page 8 South Park Conjunctive Use Project <br /> <br />Community <br /> <br />Continued from page 3 <br /> <br />,with the proposed changes to the alternate place of stor- <br />age, Since the Columbine Reservoir storage rights are <br />conditional and because the reservoir is still in the plan- <br />ning stage, the analysis was based on a "contemplated <br />draft" rather than an historic view analysis, As anticipated <br />in the original 96-CW -015 application, proper terms and <br />conditions need to be developed to prevent injury to other <br />water users, These terms and conditions would prevent <br />greater diversions and storage than allowed in the original <br />decree, Also, certain terms and conditions negotiated or <br />imposed as decree conditions in the South Park Conjunc- <br />tive Use Project (case 96-CW-014)" should be adopted for <br />water attributed to Columbine Reservoir Rights stored in <br />the South Park Formation, The Columbine Reservoir <br /> <br />Bulletin <br /> <br />system should also include detailed accounting of diver- <br />sions and storage (in both Columbine Reservoir and in <br />the South Park Formation) not to exceed the original de- <br />creed volumes, With these safeguards in place, the alter- <br />nate place of storage can be used without injury to other <br />vested and decreed conditional water rights..
