The overall purpose for this expenditure of
$100,000 is to help protect Colorado's compact apportionment in the process. This will be done in _
cooperation with the Departments oflnterior and State, the mwc and the Colorado River Basin States _
and major water and power users, The objective is to \Vork,with the mwc and through the mwc to
help Mexico identify and implement solutions that will solve there environmental issue~ in the Colorado
River Delta without seeking additional water from either th~ U.S. or the Colorado River Basin States,

The geographic focus of this effort should be limited tll the Colorado River and Colora<lo River Delta in
Mexico, The concern is that the scope does not expand to include the entire Colorado River Basin,

Staff has been monitoring issues associated with the Delta to assure that they do not impact operations on
the Colorado River to Colorado's detriment. Our team has been discussing how to deal with Colorado
River Delta issues and we have participated in the Colorad9 River Delta tour sponsore<l by the Southern
Nevada Water Authority and the recent symposium in Mexicali. The state's Colorado River Advisory
Council has also been engaged in the discussions involving the Delta,

Currently, the mwc is involved in technical discussillnS with Mexico and it may become necessary for
Colorado to become more deeply involved in those di~cussions in order to protect our interests in
Colorado River water,

The final budget and schedule of activities is unknoWll an4 will be dependent on activities oflnterior,
State and the mwc,

Please see the attached maps for project location,

,e
