feel that there is an improved method, and
no question about it, there must be a
better method. It is really no method at
all that we are now using except a guess, ,I,,'.'

sent time.

On most of those points that you raised
we will have a definite figure. I certainly
wouldn't guarantee, and I don't think any of
our engineers would guarantee, that lower
basin states would agree with them, but
they will be in general agreement between
the engineering staffs of the upper basin
states."

"1 get some reactions to this matter;
the first of which is this - as I.understand"
this resolution is offered sort of ex-party
by one group in the State which is partici-
pant in some discussions which have been had
regarding the Fryingpan-Arkansas Project, a
single project for transmountain.diversion.
It is proposed by those in western Colorado
who feel they are effected by it, that our
general State policy with respect to all
transmountain diversions, shall be attached
as a condition for action by this Board on
the Fryingpan-Arkansas Project.

It seems to me that if this matter is
to be passed, or considered, which would
effect all sections of the State and not
simply those sections which are involved in
the Fryingpan-Arkansas matter, that all sec-
tions of the State should be consulted and
an opportunity for them to be heard should
be granted.

Now so far as Denver is concerned, and
I cannot speak without being identified with
Denver, of course, we have no contemplated
federal transmountain diversions. But Denver
