Geologi- <br />cal Survey is now maintaining some 60 gaging <br />stations in western Colorado, or approximately <br />that number. We know much more about the <br />hydrology of the streams and rivers than we <br />knew ten years ago, and we have had the ex- <br />perience of many mOre recurrent wet and dry <br />cycles. As to the amount of water, I think <br />we will be able to narrow that down to an <br />acceptable figure. The difficulty is deter- <br />mining the future use." <br /> <br />"The questions I had in mind some of <br />them, I do not know all of them, but some of <br />them are, for instance, how much water is <br />the State of Colorado going to contribute to <br />the Republic of Mexico under the treaty? <br />Also, who is going to stand the evaporation <br />on these regulatory storage reservoirs? <br />Then there are - what about the Indian <br />matter? Where is the Indian's water going <br />to come from? And so on. Now those are the <br />points that I don't know whether the State <br />of Colorado can determine, and if they can <br />be concluded, if there could be a final de- <br />termination made of that within that period <br />of time that would be fine. I suspect that forever we will <br />disagree with some of the lower basin states <br />and it may be our interpretation will be up- <br />set at some future date. But again, as I <br />stated, we have to make those determinations <br />in the first instance before we can do this, <br />and I think we are pretty far along on that. <br />I don't think we have any basic disagreement <br />on most of those problems except when you <br />drag in the Indians. There again, we know <br />this, New Mexico's allocation includes Indian <br />rights for the State of New Mexico. We have <br />that to fall back on, but some of those other <br />problems, we are going to ignore them entirely <br />or, the Mexican Treaty requirements for in- <br />stance, we can tie that down to a pretty <br />close figure based upon the historic flow. <br /> <br />Of course, there again, when you base <br />things upon historic flow we are merely <br />
