"There is that and there is the pro-
posed stipulation which ties into it which,
by and large, will paraphrase the language
that is in the operating principles. Those
are the two documents that are involved in
the discussion."

which was called to our attention in Direc-
tor's memorandum of March 23, '59?"

Gentlemen, I think the next thing to
consider in this regard is a resolution
contained in a letter from the Colorado
River Water Conservation Board dated April
3, 1959, copy of which you will find in
your folders and I think for the clarifica-
tion of the members of the audience, who
may not have a'copy of this, that I will read
this. This is from the Colorado River Water
Conservation District as follows:

During a special meeting of the Board of Directors
for the Colorado River Water Conservation District, in Glenwood
Springs, Colorado, on March 21st, 1959, the following Resolu-
tion was adopted:

The Board'of Directors for The Colorado River Water Con-
servation District, in discussing its approval of the
Operating Principles of the Fryingpan-Arkansas Project,
as contained in a tentative revision of those Principles
dated March 12, 1959, requests that the Colorado Water
Conservation Board pass a Resolution which shall be con-
sidered in connection with said Operating Principles,
and which states the declared policy of the State of
Colorado in connection with transmountain diversions of
water from the western to the eastern slope, to the
following effect:

The Colorado Water Conservation Board hereby resolves
that it will not approve any further federally financed
