J.4Zl:I

course, to justify any specific amount
for San Miguel or any other project because
as I stated,.the Bostwick Park and the Fruit-
land Mesa Projects also are going to require
some assistance.

I

If this Board passes any resolution at
this time, I would recommend that we indicate
to the San Miguel Conservancy District that
we will conditionally authorize an appropria-
tion, let's say of $20,000, until such time
as an actual determination can be made of the
need. That we will not know until I can get
to Washington and back. As a matter of fact,
we probably won't know that information
actually until the budget is finally adopted
by Congress.

If our own budget was adopted by the
Legislature as submitted we can pick up a
considerable amount of slack in these proj-
ects. We can't take it to the extent of
$180,000 by any means, but we can insure
that the rate of progress on these projects
will be minimized. As a matter of fact,
some of these projects are now being, or will
be, completed partially by our own staff.
There is no money budgeted, for instance, for
the Smith Fork this year. We will complete
the necessary work on that project, and it
may be that we can also supplement the Bur-
eau's field staff with a full survey crew or
a full field party. There are many ways in
which we can take up some of the slack. We
can't take it all up and it will depend
eventually on the Congressional budget.

I

I was advised yesterday by the Governor
that our own budget has been cut by $35,000.
I requested the Governor to talk with the
Appropriations Committee to tell them our
need was far greater now than I was able to
testify to in January of this year. I also
talked to members of the Appropriations Com-
mittee briefly last evening and I received
some assurances that they would try to re-
store that cut."

MR. EAKES:

"Mr. Chairman may I make another comment?
I don't mean to want to be getting into an
argument with Mr. Sparks, I am not trying to
