to complete payment under existing contract between the Colorado
Water Conservation Board and the Urn ted States GeelQgioal Survey
for stream gaging in aid of project investigatien be authorized
for payment.

The meeting adjourned at 5~lO p.m. to reconvene at 9100 a.m., Tuesday
May 11, 1943.

The meeting was called to order May 11, 1943 at li.Ie 11..111.., by Vioe-
Chairman Chris Wallrioh.

Immediately upon reconvening, there was further disoUllSion on the pro-
posed con~raot between the State cf Arizona and the United States for the de-
livery of Colorado River water fr~ Lake Mead.

Jean S. Breitenstein, attorney for the Colore.do Water Conservation
Board, was called upon to make a report oonoerning the status of interstate
litigation involving the Arkansas and North Platte rivers. Mr. Breitenstein
made a oomplete report on the status of this litigation, explaining the nature
and amount of work whioh yet rems.ined te be aooomplished. before a decision
could be had in the 'Supreme Court of the United States.

Thereupon Direotor Stone made a report concerning the status of the
negotiations for a oompact <>n the Costilla River betweElll Colorado and New
Mexico. He explained that it was impossible to arrive at an adjustment of
the problems involved on that river in time to submit a llClmpaot for ratifi-
oation of the Colorado Legislature at its last session. He expressed the
belief that a oompact would be negotiated end re"dy for -.tifioaticn of the
next General Assembly of the State.

The minutes of the meeting of the Board of Deoember 22-23, 1942 were
then submitted for approval. Dr. Nelson suggested that a cerreotion should
be made in the seoond paragraph @B the bottom of page 138 of the official
minutes to read as followSI

"Governor Ralph L. Carr explained why the report of the
nature proposed will not include the upper basin of the Arkansas
Valley."

It _s moved by Mr. Dille and seoonded by Miss Pointer that
the minutes of the Colorado Water Conservation Beard oovering the
meeting on December 22-23. 1942, appearing on pages 137 to 141.
inclusive, being the official minutes of the Boaril. be approved as
corrected.

Thereupon Mr. Patterson _s asked to :make a report ocncerning the plan
of operation of the ino~p1eted Caddoa Dam and Reservoir on the Arkansas River.
