<br />133 <br /> <br />"WHEREAS it is to the best interests of Colorado to foster <br />and promote the confidence of' the United States in making invest- <br />ments in the development of the water resources of Colorado. <br />"NOW THEREFORE, BE IT RESOLVED: <br /> <br />I <br /> <br />"That in the event the proposed litigation becomes a <br />reality, beeause of legal difficu~ties precluding any <br />voluntary settlement of the issues involved, then the <br />proper officials of the State of Colorado are requested <br />.to take such action as in their judgment may be neces- <br />sary: <br /> <br />"a. To prevent the United States from validating <br />any claim to divert water in Colorado except <br />under the substantive law of Colorado. <br /> <br />"b. To prevent the United States from administer- <br />ing any of the waters of Colorado or diversions <br />therefrom. <br /> <br />"c. To maintain the integrity of Senate Document 80. <br /> <br />"d. ilithout favoring or opposing the claim or rights <br />of any appropriator under the policies established <br />by the laws of Colorado, to assist any Colorado <br />appropriator in its effort to fulfill accomplish- <br />ment of.the above principles as to the appropriative <br />rights of such appropriator. <br /> <br />"That this resolution be submitted to appropriate <br />personnel and agencies of the United States." <br /> <br />Motion was made by Mr. Smith that the resolution, <br />as read, be adopted by the Colorado Water ~Jnservation <br />Board. Motion was seconded by Mr. Dille. On being put <br />to vote, the motion was declared adopted. <br /> <br />E. O. Larson, Regional Director, Region 4, Bureau of Reclamation, appeared <br />to give explanation of his preliminary report on Colorado River Basin development, <br />previously made available to Board members in mimeographed form. Judge Stone pre- <br />faced the discussion by saying that far-reaching principles and questions were in- <br />volved, and that the Board should not only become acquainted with the details, but <br />also arrange to have the people in interested areas informed. <br /> <br />I <br /> <br />Mr. Larson said that after the signing of the Upper Colorado River Basin <br />Compact, efforts of the Bureau of Reclamation to prepare a basin-wide projects <br />plan for the Upper Basin had been expedited, but that it had been possible only to <br />develop suggestions in report form, for-informal review by the affected States. <br />Revisions of the report are constantly being considered, and included. He dis- <br />cussed various proposals contained in the report and answered questions of members <br />of the board. <br /> <br />The board recessed for the noon hour, to reconvene at 1:30 o'clock. <br />
