Faced with an estimated cost of $400,000 to enlarge the <br />Gunnison plant, an alternative is proposed to have the Bureau of Reclamation service <br />the area with a transmission line from the. Green Mountain Reservoir, a feature of <br />the Colorado-Bi~ Thompson project. The original ,proposal was for Salida-Gunnison, <br />but expanded to include the San Luis area when the REA there reported desire for <br />more power. A favorable report by the Bureau of Recla~ation has been made, recom- <br />mending the transmission line as necessary to meet emergency conditions. <br /> <br />Motion was made by Mr. Dutcher that the application <br />for a transmission line extension to the Gunnison-San Luis <br />ar.ea be approved and endorsed by the Colorado Water Con- <br />servation Board, and the application to the Bureau of <br />~eclamation by the San Luis Valley group, the Town of <br />Gunnison, and the Gunnison County REA Association for an <br />immediate appropriation for the construction of such lines <br />as may be necessary to carry the power over into the <br />Gunnison area be approved, but with the understanding <br />that if the Public Service Company will construct the <br />line to Salida, the Bureau will constr.uct the two <br />branch lines. <br /> <br />On being duly seconded, the motion was put and <br />vote taken. It was declared unanimously adopted. <br /> <br />Mr. Tipton presented a report on the status of.the Conejos Project, saying <br />that present estimates and bids are about $4,200,000, compared with original esti- <br />mates of about $4,000,000. He said that a detailed study of the water uses within <br />the district are being made, especially for the future, as the Regional Office, <br />Bureau of Reclamation, is asking assurances that contracts concerning water use <br />will be entered into by the various ditch companies and individual water users with <br />the district, agreeing to pay a share of the costs. <br /> <br />Mr. Breitenstein said that a problem still existed regarding the land- <br />limitation provisions of the Federal Reclamation laws as applied to the San Luis <br />Valley Project. He said he hoped Congress would remove the land-limitation pro- <br />visions of the project, as sought in a bill by Senators Johnson and Millikin of <br />Colorado. <br /> <br />I <br /> <br />Motion was made by Mr. Dutcher that the Colorado <br />Water Conservation Board approve S. 1385, a bill by <br />Senators Johnson and Milli~in of Colorado, which provides <br />that the excess-land provisions of the Federal Reclamation <br />laws shall not apply to certain lands tQat will receive a <br />supplemental water supply from the San Luis Valley Project, <br />Colorado; and that the. Director of the Board be authorized <br />to take such measures as seem advisable to advance passage <br />by the Congress of such a bill. <br /> <br />The motion was seconded by Mr. Dille. On vote <br />being taken, the motion was declared adopted. <br />
