<br />Page 2 <br />Dry Creek Feasibility Study <br /> <br />/ ''.' f <br /> <br />Discussion .- <br />The northeast quadrant of Fort Collins is nOw becpming the focus of growth and devclopment <br />since development potential is limited in the west and south sectors. A m,~or flood on Dry <br />Creek would inundate numerous existing structure~, both commercialllnd residential, in an area <br />of low income. Three mobile home parks would 41so be severely impllcled by floodwaters if a <br />flood project is not implemented. . <br /> <br />. <br /> <br />During fall 2000, the original Dry Creek Flood Control Plan was submitted to CWCB staff for <br />review. The original feasibility study was lacking content in a number of key areas, and the study <br />did not meet the necessary guidelines and was therefore not accepted by the CWCB staff. The <br />County would now like to contract with a qualified consulting firm to develop an acceptable <br />feasibility study to be submitted to the CWCB. The new study will make use of all prior analyses <br />and studies that have been developed for this projec:t. <br /> <br />Listed below is a summary of key issues related to this project: <br />· The Board approved and the legislature authoriZed two previous 100lOS (onc in 1995 and one <br />in 1996) to Larimer County in the total amount of $920,000 for the Dry Creek project. These <br />authorizations were based on a previously selected alternative that later became infeasible <br />due to major environmental issues related to impacted wetlands within the project site. <br />o The original loan authorizations are now being recommended for dc-authorizlltion so that the <br />Board can consider a new, updated loan requestifrom the County in the futurc. . <br />· A new selected alternative was developed by the County's engineering consullllnt that <br />required a higher construction cost in order to avoid ml~or environmental impacts while still <br />meeting the original goals of the project. <br />· The project partners include Larimer County, the City of Fort Collins, Larimer-Weld <br />Irrigation Company, and Douglas Reservoir. 'Institutional needs include draft agreements <br />between the project sponsor (Larimer County) and the other project partners that require <br />formalization into signed memorandums of agr~ement (MOA's ). <br />· This much-needed project reduces flood hazar~s in existing developed lands and in future <br />urbanizing areas. This is one of the top priority flood control projects in the Fort Collins area. <br />· The local sponsors will establish a storrnwater utility for the basin in order to create a means <br />of paying back future loans obtained for construction of the project. <br /> <br />Reauest . <br />At this time, the project sponsors are requesting a $~O,OOO non-reimbursable investment from the <br />CWCB construction fund for a feasibility study forlthe Dry Creek Flood Mitigation Plan located <br />in Larimer County and adjacent areas of the City oJ Fort Collins. The purpose of the study is to <br />utilize previously completed feasibility reports and other information and to produce a new <br />project feasibility study that meets CWCB standards that is acceptable to the staff and Board. <br />Larimer County and the City of Fort Collins have provided both cash and in-kind services <br />totaling more than the required $50,000 match for t~is funding request. <br /> <br />.. <br /> <br />Flood Pro[ection.
