The plan would reduce risks associated with a 100-year flood (l % <br />chance flood) along Dry Creek, address local storm drainage problems, and would include work <br />related to an agricultural irrigation sys1em. <br /> <br />Over the past 2 V2 years the County's consultant conducted an engineering study to develop <br />altematives for the Dry Creek project thai culminated in a feasibility study known as the "Dry <br />Creek Flood Control Plan". Floods on Dry Creek would be controlled through construction of a <br />spillway enhancement for the Douglas Reservoir spillway, construction of one or more detention <br />storage reservoirs, and finally construction of an outfall channel for residential flood flows. The <br />plan has been reviewed by the Larimer-Weld lnigation Company, the owner of Douglas <br />Reservoir, and by the CWCB. The plan has also been discussed and verbally accepted by Mike <br />Cola (DWR Division Engineer). FEMA has also reviewed the plan. <br /> <br />Implementation of the Plan requires a capital investment of approximately $5.3 million, with a <br />future request to the CWCB for a loan in the amount of $3.9 million. A final feasibility study <br />needs to be produced at this time prior to the CWCB staff and Board considering the future loan <br />request. The County will hire a qualified consulting engineer to complete the necessary study. <br />Therefore, the issue at hand is a non-reimbursable feasibility study investment to Larimer County <br />in the amount of $50,000. <br /> <br />Flood Protection.
