D W and the <br />CRWCD are each working on interim (lO-year) agreements and work on <br />permanent agreements should commence shortly. <br />· The USBR has developed a basis for negotiation for providing the other 10,825 <br />AF under a 10 to 15 year contract and discussions on that contract are expected to <br />start shortly. <br />.. The eWeB will need agreements in each case to accept delivery of this water <br />and protect it to and through 15- MR. <br />· Delivery of 6,000 AF annually from Wolford Mountain Reservoir - Agreements <br />between the CRWCD, Service and CWCB are in place to accomplish this. <br />· Implement Grand Valley Water Management to reduce diversions into the <br />Government Highline Canal by 28,400 AF annually. <br />· Contract between USBR and Grand Valley Water Users Association (GVWUA) <br />to construct canal check structures, Palisade pipeline return and HighIine Lake <br />pump station - Under negotiation, construction expected to start November I, <br />2000. <br />· Contract between CWCB, USBR and GVWUA for $1,250,000 to provide the <br />15% non-federal cost share. Money will be used to provide long-term operation, <br />maintenance and replacement funding for the improvements - Negotiations are <br />complete and the contract is going through a pre-approval process. <br />· MOA on HighIine Lake operations between USBR, GVWUA and either Colorado <br />State Parks or Division of Wildlife - This MOA is on temporary hold pending the <br />outcome of the property audit between the two state agencies and the USFWS. <br />An update on this matter will be provided at the CWCB meeting. <br />· Orchard Mesa Check Settlement (5-9ICW247) concerning the use of surplus <br />"Historic User Pool" (HUP) water in Green Mountain Reservoir has been decreed and <br />operations pursuant to the decree began in 1998. <br />· Protection of surplus HUP water in Green Mountain Reservoir in excess of the <br />Orchard Mesa Check Settlement through various Municipal and Recreational <br />Agreements - these agreements are under negotiation. <br />. Coordinated Reservoir Operations to enhance the spring peak - Coordinated <br />Reservoir Operations to enhance the spring peak in the 15-MR have been conducted <br />each spring since 1997 and have successfully enhanced the peak each year by up to <br />20,000 AF over a 7 to 10 day period around the peak. A process is in place to <br />conduct coordinated reservoir operations every year that the peak can be increased to <br />12,900 cfs or higher without causing out of bank flooding. <br />· Coordinated Management of Colorado Water Division 5 Facilities Phase II Study to <br />add an additional 20,000 AF to Coordinated Reservoir Operation efforts is underway. <br />The 2nd part of the study will start within the next month. <br /> <br />Discussion <br /> <br />It is anticipated that the CRWCD will approve the attached agreement between the <br />CRWCD and the CRWCD Enterprise, USFWS and CWCB to protect the west slope half <br />
