CWCB Construction Fund Bill <br /> <br />This is the annual CWCB bill which provides for the expenditure of funds from the Construction <br />Fund for water projects. The following expenditures are authorized: <br />.. $12.2 million for new loans for 19 projects <br />. $410,000 - flood control project/Alamosa <br />. $1.8 million for the Colorado River Decision Support System <br />. $157,000 - study water rights management along the South Platte <br />. $113,000 - satellite monitoring system <br />. $50,000 - small dam reconnaissance study <br />. $100,000 - extreme precipitation investigation <br />. $100,000 - aquatic habitat study (matching federal funds) <br />The bill de-authorized $1.2 million of unexpended funds from past projects. The bill also establishes <br />a publications account. <br /> <br />SB-203. CWCB General Fund Transfer Bill <br /> <br />e This bill enacts a transfer from the General Fund of $30 million to CWCB and the Colorado Water <br />Resources and Power Development Authority (CWRPDA) in the following split: <br />. $10,500,000 - CWCB Construction Fund <br />. $4,552,960 - Fish and wildlife mitigation account in CWCB Construction Fund <br />. $2,800,000 - Construction Fund for Ridges Basin Dam, Animas-La Plata - repayment of funds <br />previously owed by CWRPDA <br />. $4,000,000- litigation. costs in support of water users whose water supplies are threatened by <br />permits for existing or reconstructed water facilities on federally owned lands <br />.$447,040 c State Engineer's Office for activities relating to the Arkansas River litigation <br />. $1,500,000 - Water Resources and Power Development Authority <br />. $6,200,000 - Domestic water supply project(amount amended in Senate) <br /> <br />HB-1289. Changes to the Ground Water Management Act <br /> <br />This bill makes some rules concerning well permits consistent between the Designated Basin and the <br />rest of the state. Clarifies powers of the Ground Water Commission and of the State Engineer. <br />Requires well owners to file change of ownership or change of address, Increases spending authority <br />in the Ground Water Management Cash Fund by $160,000 and authorizes 4 FTE. These people are <br />needed to handle the large increase in well permit applications. <br /> <br />e <br />
