.

.

,

.

Agenda Item 3
May 18, 1994
Page 2

.

Western States Water Council: We attended the Western States Water Council and participated in
developing a consensus position on the Clean Water Act. The basic result was that the Western
States' position was integrated into the National Governors Association position. The Clean Water
Act faces significant challenges, including the reluctance of 46 agriculture - states Senators to support
SB 1114 in its current form.

Draft Legislation Colorado River: We continue to work with Jim Lochhead, Doug Robotham and
Peter Evans to develop legislation on the Colorado River. A trip was made to Southwest Colorado
to work with the San Miguel District to evaluate aspects of the San Miguel Project that could be
incorporated into the legislature, A trip was also made to Salt Lake City to visit with Charles
Calhoun of the u.S. Bureau of Reclamation and Cliff Barrett of Colorado River Energy Distributors
Association.

Salinity Control: The U.S. Bureau of Reclamation has requested comments on the Colorado River
Salinity Control Program. We have coordinated responses with water users in Colorado and other
Basin States as well as submitting our comments. The overall review of the program is a result of
the new Bureau of Reclamation and efforts to reduce the budget. The General Accounting Office
is also conducting an audit of the program. We may be reaching a critical decision as to the future
of Salinity Control in the Colorado River Basin. .

Training: We have completed a training class in writing and the memo's submitted to the Board at
this meeting reflect our first effort to test our new skills. We would appreciate the Board's thoughts
on the style, content and readability.

Personnel: We have filled five staff positions, including an Office Manager, Susan Maul;
Administrative Assistants in the reception area, Vickie Ta and Sherrie Sanderson; 2 engineers in the
Construction Section, Mike Serlet and Bill Green; and hired temporaries to reduce the backlog in the
Floodplain Section. In addition, we will be filling two additional positions, one in the Construction
Section and one in the Office of Water Conservation,

DCL/bj

4,may

.
