we will be moving right- into actual construction of the wells and begin
to deliver water to the Rio: Grande sometime in the next couple of years.

If there are any questions, I will be happy to try to answer them.
MR. STAPLETON: Are the people- all happy down there now?

MR. MACH: In the Alamosa area?

I

MR. STAPLETON: Yes.

MR. MACH: As far as we can determine at this time, much of-the oppo-
sition that surfaced several years- ago has definitely died down. We
have a small- office in Alamosa- -itself now. It is a two-man office, and
we feel that this has- greatly helped, because: it is a place that people
can go to ask questions. We feel that part of the problem that we had
in the past was that much of the- opposItion was based somewhat on rumors
and mucb- false information. We were-coming in and doing some work for
maybe about 6 months and then being gone -for 6 months to a year, maybe,
and in between times, people wondered what was going on. And we feel-
fairly competent now that there is no--I'm not sure how to put it--any
strong opposition.: Obviously~ there is still some qpposition but not
nearly to the point: it was several years: ago.-

MR. STAPLETON: How deep are those wells-, the five that you are drilling?

MR.M:ACH-: All these we-lIs
fined- aquifer," of course.
vary from about 20 feet to
strictly on the particular

will not penetrate into the so-called: "con--
Our testing today indicates that they will
a maximum of 80 feet deep. Again, it depends
area that you- are in.

MR. FETCHER: Is- the water good:quality?

MR. MACH: I have to answer that yes and no. We have changed some of
the locations: of the wells because we~have run into some pockets of what
we would call "bad water:." But we still feel confident that- we will be
able to meet the water quality standards set up in the Rio Grande com-
pact with the total project. We are finding both good and bad water,
but we are -finding more good water than bad water.

Now, one- of the prOblems we found is that, as you get towards this
mountain: range (indicating), the Foothill Range, that there are some
areas in there where there is some bad water near the surface. And some
of our long-term pumping this summer will be helpful: in tying that down
more closely.

I

MR. STAPLETON: Mr. Kuiper; our.state Engineer, is not-here today; but-
what is the relationship with registering the wells with the state
Engineer and your: rights to the water? Can you tell us a little about
that background?

MR. MACH: Yes, the Rio Grande Water conservancy District is the legal
entity which is applying.to the State Engineer's office for water rights
for this particular project. And those water rights will remain vested -

-l4-
