MR. SPARKS: If you think the pendulum has swung back even, I think you

MR. NELSON: Well, that would be the first time that Reclamation would
be ahead of you. (Laughter.)

MR. STAPLETON: Well, I was just interested, because I would have the
same COmments that Larry did. I don't know how you get even close to
center, which would be an ideal solution for me. But I just wondered
what your techniques are and how you evaluate that movement.

MR. NELSON: You know how you catch a swing that is swinging back. and
forth? You don't wait until it gets to the middle and try to stop it
there.. You try to anticipate and coast it into the center position.
I think we may be in that area and trying to fine tune it to the center.

MR. STAPLETON: We need all the input you can give us, as well.
not sure that any of us are doing a gOOd job in getting the two
degree positions down to the middle of the road. It's going to
all of us, and I just happen to think you are over optimistic.

MR. PHIPPS: Larry, on your south Platte studies, you have been asked
by this board to do a feasibility study on Gray Mountain.

MR. PHIPPS: What is the status of that?

MR. NELSON: As I mentioned, the Cache la poudre has been under con-
siderationffor some time. We have listed it in the priorities of the
