In the CWCB
staff's analysis of the District's proposal contained in your memorandum dated May 17, 2004, it is
suggested that the District offer to maintain the existing Slate River stream gage "in order to mitigate
the injury suggested by the [District's] proposal".

.

The streamgaging station at issue, identified as Slate River Near Crested Butte (Station No.
09111500), was installed at the request of the District and with the District's financial support. It
has been operated and maintained for ten years by the District in cooperation with the U. S.
Geological Survey for purposes of streamflow monitoring and water quality monitoring. Gunnison
County, the Town of Crested Butte and Mt. Crested Butte Water and Sanitation District also
contribute to gage maintenance. Currently, USGS federal matching funds and National Streamflow
Information Program (NSIP) funds provide $7,600 ofthe $15,800 annual operating cost for the gage.

As you know, because of budget constraints USGS expects to implement a prioritization plan
for all cooperatively funded stream gages in Colorado beginning in fiscal year 2005. Under the
prioritization plan, USGS will apply five criteria to each gage to derive a ranking score from 0-15
points that will be used to determine the level offuture USGS contributions to operation of the gage.
The result will be reduced federal funding for gages that do not achieve high ranking scores. The
proposed summary score for the Slate River gage is six points, placing it in the "medium" ranking

.

""11
