lessons leamed through this effort. A part of the project invol~ed the design and construction of an irrigation A
headgate facility that is expected to avoid the problems cause~ by instability with more conventional headgate -
designs. The project, completed early in 2003, was the seconc! demonstration project along that unstable reach,
with the first having been completed near Hotchkiss

13.

Drought Planning Survey
Authorization: SBO 1-15 7
Water Source: N/A
Location: Statewide
Sponsor: CWCB

Grant Amount: $350,000
Project Type: Water Availability Study
Managers: Brad Lundahl 1 Larry Lang
Beneficiary: Water Users

SB 01-157 ;the CWCB Projects Bill, authorized the CWCB to enter into a contract for a project to determine
whether Colorado has enough water to meet its existing and future needs. More specifically, the project is to
provide a statewide water user survey to collect information r~garding demographics, growth, water supplies,
drought plans, water supply depletions, water use limitations, 'and drought preparedness.

Bouvette Consulting was the successful bidding contractor ana began work on this project in February 2002.
The project has been assigned a timeline consisting of four phases. Phase I requires the contractor to obtain and
evaluate water suppliers profiles, identify water user segment~, and use the media to begin informing water users
of the project. Phase 11 requires the contractor to develop and' test a survey instrument. Phase III is where the
actual survey will be performed and each of the identified water users contacted. Phase N requires the results
to be analyzed and recommendations presented.

To date, phases 1,11, and III have been completed and the contractor is analyzing results of the survey and
compiling a final report. Project completion should occur by December 2003. e

14.

Demonstration Grants
Authorization: SB 92-87
Water Source: N/A
Location: Statewide
Sponsor: CWCB

Grant Amount: $500,000
Project Type: Efficiency Demonstration
Project Manager: Brad Lundahl
Beneficiary: Statewide

SB 92-87 authorized $500,000 in grants for agricultural and multipurpose water system demonstration
projects (50% cost-sharing), with a maximum of $100,000 available to anyone project. The
demonstration projects are required to show the ben~fit to the state of water efficiency measures.
Listed below is a summation of the two most recent demonstration projects, which were funded
utilizing SB 92-87 monies:

I) University of North em Colorado - Raw Water Irrigation System
Authorization: SB92-87 Grant: $100,000
Progress Status~ Complete County: Weld
Completion Date: 6/25/02 Grant Contact: Kirk Leichliter
Purpose: To construct a non-potable irri~ation system and create a xeriscape garden.

This project consists of building an irrigation system for watering 118 acres of campus lawns with raw
water instead of purchased treated water from the City of Greeley. Plans include expanding campus
xeriscape plots to a xeriscape garden, and the use of tel~metry to irrigate based on soil moisture content
measurement. The project includes monitoring the change in water use and the latest in technology e
regarding irrigation systems.
