.

3.

GIS Technical Assistance

Grantee/Contractor:

CWCB

Ranking:

Medium

Amount of Request:

$45,000

Product Produced: Colorado's Decision Support Systems (CDSS) have many useful components,
. including water resources data, modeling tools, and GIS maps. This request involves enhancing the GIS
information within the CDSS. There is substantial GIS information available from CDSS on the
Internet. However, with ever-changing technology, better information becomes available every year.
Part of this funding would go towards obtaining high-resolution aerial photo/satellite images from the
USGS and formatting them for use with GIS software. We would also use funds to develop
information-sharing partnerships with other entities that have and use GIS.

Water Planning Relationship: Aerial photo/satellite images coverage could be used with GIS
maps to precisely locate features, such as irrigation canals and their headgates. New GIS map layers
needed for DSS applications would be obtained and existing map layers would have more functionality
added.

Recommendation: Staff gives a medium recommendation to funding of this project due to its
importance to CDSS and the need to provide accurate and current data to the water communities.
However, funds may also be available from the Construction Fund if competition for Severance Tax
. money is fierce.

4. Groundwater Atlas

.

Grantee/Contractor:

Colorado Geological Survey

High

Ranking:

Amonnt of Request:

$120,000

Prodnct Produced: Work began on the Atlas in 2000. A non-technical soft cover will be the first
product. An Internet-based ground water atlas covering the entire state will follow this. This will lead
to the production of a "smart" web-based atlas to complement existing and developing Decision Support
System tools.

Water Planning Relationship: Dependence on groundwater is increasing. Preparing the atlas will
allow the CWCB to coordinate the efforts of DWR; other DNR agencies, local groundwater
management districts and others to collect information and make it available for local planning.
Information will also be useful to mining and energy producing industries.

Recommendation: Staff gives a high recommendation to funding of this project because of its
importance in water planning efforts.

5
