C. Fiscal Year 2003 - 2004 Requests

.

The following is a summary of the requests we have received from constituents and have developed
internally.

Water Supply Protection Program

1. Statewide Strategic Planning

Grantee/Contractor:

CWCB

Ranking:

High

Amount of Request:

$50,000

Product Produced: We will continue to update the eight water basin fact sheets that were produced in
2000. This information will be transferred to the CWCB web site. We will begin linking the
information electronically with the data sources. Additional products will continue to be produced as
by-products. We will continue to work to find partners to use and produce information that will be used
in statewide water planning initiatives. We may also use funds to hold additional basin meetings as
needed.

Water Planning Relationship: The General Asst:1mbly has discussed the need for statewide water
planning every year and this need is expected to continue.

Recommendation: Staff gives a high recommendation to funding of this project because of its impact .
on statewide planning of our water resources as illustrated by our legislators.

2. Local Water Planning Grants

Grantee/Contractor:

CWCB

Rllllking:

Medium

Amount of Request:

$100,000

Product Produced: Cooperative-planning studies prepared by local governments and/or water
provider agencies. These studies would be a result qf local investigations undertaken to follow-up on
issues identified during CWCB's basin planning activities. The CWCB's current application process
would be streamlined by having a fund to address the~e issues. This fund would strengthen the Board's
basin planning efforts by providing partial funding land incentives for local governments to directly
participate in handling local water resource problems. !

Water Planning Relationship: These sub-basin level studies could lead to new local water
resource policies or development of new infrastructure.

Recommendation: Staff gives a medium recornmimdation to funding of this study fund because no
partners have been identified yet. However, as it takes many months to develop and implement study
proposals, it would be important to undertake the plm)ning for such a grant program now. Grants would
be awarded on a cash and cost share basis in amountsibetween $5 - 25,000. Grants would be prioritized
by staff and approved by the Board. Grant guidelines and priorities would be developed by staff and
approved by the Board prior to awarding any grants. .

.

4
