This grant would be used to supplement the previously <br />approved $30,000 as described in House Bill 98-1189. The $30,000 was broken down into <br />$20,000 for master planning assistance, and $10,000 for construction of a demonstration project. <br />The requested additional funding would increase the total construction funds to $25,000 to assist <br />in the implementation of a demonstration project on the lower Elk River. The project would <br />address streambank stabilization and flood mitigation issues. <br /> <br />Backl?:round <br /> <br />The CWCB and staff have been assisting stakeholders and interested parties with planning and <br />mitigation efforts associated with the lower Elk River basin. The subject stream is a tributary to <br />the Yampa River located in Routt County about 7 miles west of Steamboat Springs. Icon <br />Engineering, Inc. has been contracted by the CWCB for professional services related to this <br />project. Icon Engineering began work earlier this year, and has now completed the preliminary <br />engineering analyses and draft report for the project. This report includes proposed mitigation <br />alternatives, recommendations, and estimated construction costs for the demonstration/mitigation <br />project. <br /> <br />Discussion <br /> <br />This request for an increase in funding was precipitated by the latest engineering report produced <br />by Icon Engineering, Inc. The report includes e,timated costs, based on recent data from similar <br />projects in the region, for proposed construction measures that would .mitigate the erosion and <br />flooding problems on the lower Elk River. The costs for the proposed alternatives are higher <br />
