<br />, ~'lI!''''1~/'''<' . <br /> <br />,'. <br />....~ . <br /> <br />Phase 2 focuses on the Upper Reach, and was scheduled to begin on October I, 1997 and be <br />completed by September 30,1998. The Corps has continued its involvement, as well as proposed <br />assistance from a groundwater contractor. <br /> <br />, <br /> <br />~. <br /> <br />An additional $50,000 was provided by the 1997 Colorado General Assembly for the study effort. <br />This resulted from under-budgeted aerial photography costs in the original request to the General <br />Assembly. These funds will be applied to aerial photography costs associated with the Upper Reach <br />(Phase 2) analysis. <br /> <br />Current Study Status <br /> <br />Phase 1- This phase of the study effort has been delayed for the following two reasons. As a result, <br />Phase I was not completed prior to December 31, 1997, as previously planned. <br /> <br />First, the DNR purchase order process prevented the CWCB from securing the services of an aerial <br />photography contractor in time to fly the Lower Reach during November 1996, as planned. (Low <br />sun angles during the winter months inhibit accurate aerial photography.) As a result, the aerial <br />photography could not be performed until late February 1997, resulting in a 3-month delay. <br /> <br />Second, when the Corps provided cross-section layouts for digitizing by the aerial photography <br />contractor, a disagreement ensued in June 1997 regarding the validity and usability of the lay-outs. <br />Resolution of the dispute took nearly two months (June-July 1997). The aerial photography <br />contractor eventually sent the lay-out data to their East Coast office where the work was performed. <br />The Corps is currently performing a HEC-2 analysis to determine current channel capacity. Once . <br />the capacity is established, mitigation recommendations can be developed for selected locations with " ' . <br />input from other Corps data such as extent of vegetative overgrowth, source of channel constrictions, <br />etc. <br /> <br />In the meantime, the Corps' Lower Reach contract was set to expire on August 12, 1997. The <br />CWCB granted the Corps an extension to March 1,1998. Corps Project Manager, Gail Stockton, <br />has indicated that she and her staff intend to complete the Lower Reach channel capacity analysis by <br />March 1, 1997. <br /> <br />Phase 2 - The delays in Phase 1 have not adversely affected the Upper Reach analysis. However, <br />CWCB work on the project was hampered by our involvement in Colorado's Presidential Flood <br />Disaster Declaration issued on August 1,1997. <br /> <br />Therefore, the aerial mapping services contract for the Upper Reach will be let in February-March <br />1998. A groundwater analysis contract fmal negotiation session with the USGS is scheduled for <br />January 22, 1998 in Rocky Ford. The current intent is to have the aerial mapping completed by <br />April 1998 with digitized cross-section information available to the Corps by June 1, 1998. <br />Completion of the Upper Reach channel capacity analysis is still scheduled for October 1, 1998, as is <br />the groundwater analysis but will probably be delayed up to three (3) months dues to previous delays <br />in the study process. <br /> <br />'\<' <br /> <br />. <br /> <br />, <br />{ <br />
